Create new queue managers with BSDS version 2

With version 8 of MQ,came a new enhancement to increase the Log RBA from 6 bytes to 8 bytes.To implement this feature we have to run a utility CSQJUCNV which coverts BSDS version 1 to version 2 and as part of this process we are able to exploit 8 byte Log RBA.

Even when we create NEW queue managers we have to first create the BSDS which will be in version 1 and then run the above utility to convert it to BSDS version 2 to exploit this feature.

Can we have an option to directly define the BSDS in version 2.This is very useful in large environments with big requirements(big sysplexes) where we have to create multiple queue managers.
