Enhance suppress error messages capabilities

We were successful in our attempt to create a read-only version of MQ Explorer to allow customers to look at a subset of the available queues but we are not able to suppress the resulting AMQ8077 error because it is not in the list of supported msgids.
It would be good to have the possibility to suppress any potential streaming message.
Even better would be the possibility to fine tuning the suppression like
"suppress AMQ8077 but only if the missing authority is +dsp"

Due to processing by IBM, this request was reassigned to have the following updated attributes:
    Brand - WebSphere
    Product family - Integration
    Product - IBM MQ

For recording keeping, the previous attributes were:
    Brand - WebSphere
Product family - Connectivity and Integration
    Product - IBM MQ

We will consider extending the official list of suppressable messages in future.
However it is already possible to override the controls of which messages can be
listed by adding HideAny=1 to the QMErrorLog stanza in qm.ini
