Fail transfer (do not retry) on unrecoverable STATE queue errors

We run file-to-message MFT transfers, splitting large files into multiple smaller messages using some delimiter.

If split chunks are around 40MB, everything works well.
If split chunks are bigger (e.g. 80MB):
- infinitely every few minutes:
-- destination queue agent logs an error (improved with APAR IT34486):
BFGSS0024E: The agent has received a reason code of '2031' from the message queue interface (MQI) while accessing 'SYSTEM.FTE.STATE.MFTQUEW@MFTD1'. The agent cannot continue processing and will now end.
-- afterwards destination agent restarts
-- source agent recovers the transfer instead of failing it

SYSTEM.FTE.STATE.MFTQUEW MAXMSGL is set to 104857600 (max possible value).

transferRecoveryTimeout is set to several minutes (10...30).
