Retrieve DR Port and IP Address via REST

Use the REST API to retrieve the same information that is provided by dspmq -m -o dr , so to put it another way provide a rest endpoint that will return the dr port and the recovery appliance ip for a given QM.

    In the 9.2.4 firmware update the /ibmmq/rest/v2/admin/qmgr REST URI was updated on the MQ Appliance to optionally return the high availability (HA) and disaster recovery (DR) attributes that are output by the dspmq command, including the DR port and IP address.
