Add the ability for MQFTE to manage agents that are unresponsive or down, preventing file transfers from continually being se

The current tool processing necessitates having to write additional functionality in to the product in order to maintain a “blacklist” function of unavailable destinations, thereby forcing us into a customization simply to use the tool.
Some of the functionality we would be required to write:
Detection of an unresponsive or down agent
Tracking of unavailable agents
Retry logic
Additional operational and problem determination requirements

    Various changes to the FTE recovery process have happened since this was originally raised. We believe these should cover many of the scenarios that previously required manual administration.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:

    it appears that this requirement is born out of a mis-understanding.  The MQ FTE agent currently has the capability to queue and retry transfers if the destination agent is not available.  The documentation does not make this particularly clear, and will be updated.
