Suppress the Webconsole function in MQ images without disabling REST API.

There could be a requirement to remove Webconsole from being offered to customers owing to security policies and thus there should be a mechanism to not supply webconsole packages ( cleanly disable it ) from getting installed in Prod environments.

    While this is an interesting suggestion, it doesn't fit with our delivery plans for the next couple of years. As a result we are declining this Idea. We recommend managing initial access security through configuring the webuser.xml file - you can set it up so that no real work can be done.
