Provide and error message when queue manager's volume is full

We recently had an issue on the MQ Appliance where a queue manager shut down and would not restart. The error message displayed when trying to start the queue manager was; AMQ6162E: An error has occurred reading an INI file. We had to open a case and learned the actual issue was a full filesystem and not with the qm.ini file. The error displayed when trying to start the queue manager should have accurately indicated the real issue.

    This area has been improved in 9.3.1. The queue manager can now issue error log and console messages if it detects that a disk is full.

    This would appear to be a defect - we would expect to get a better error message and will investigate if it can be improved.
