Add option to output dmpmqcfg in JSON

Add an option to output MQ configuration for the dmpmqcfg utility in JSON format (both one line and multi-line). This would allow easier integration with automation tools. While this can be accomplished through the REST interface, enhancing the dmpmqcfg utility would provide options for those who do not run the MQ web component.

    We have no plans to change dmpmqcfg. However, this can be done using the REST admin interface. One example script that you can adopt/adapt can be found at https://gist.github.com/ibmmqmet/50438e972d968411c549c9c63fb13afb
