Provide last activity time for a queue as part of queue status Merged

Often times queues are created and abandoned. There requirement is to provide a last activity time for a queue. Much like queue creation and alter time, this would be time stamp that indicates the queue had activity.

Last activity would need to be defined, but typically would be any of the following: the queue contained messages, the queue had messages put or get to it, the queue was opened for input or output (but not inquiry).

This time could also be used in multiple ways, such as when inquiring queues with qstatus to get data only for queues with recent activity.

    There are already last put/get times available for qstatus. Having additional information about an object's use has been raised before so this is being merged with I-31.
