Add ability for QMGR Log files to be secured for 'other' read.

This would allow non-mqm users (aka low-priv users) to view the MQ logs without having to 'breakglass' a high-priv ID and logon as 'mqm' just to troubleshoot a possible MQ related issue. 

As a workaround, I created a 'mqlogsecure' script that [re-]secures the logs for 'other' read every 15 seconds (only if 'other read' is not currently enabled).  But MQ often removes the 'other read' flag. And not just when the log files roll, but at seemingly at varying interfals.  Sometimes it's every few seconds, other times it's HOURS between permission changes.
