Add -f parm to fteDeleteMonitor to purge orphaned monitor definitions for agents that have been deleted

add -f parm similar to the -f parm for fteDeleteAgent to deregister the monitor from the coordination QM monitor topic.  Otherwise these orphaned monitor definitions linger around for ever and bog down automation scripts that utilize listMonitors command to recreate monitors (delete/create).

    Could you please provide us more details of the scenario that left monitors oraphened. Some specific details:

    Was there a problem when deleting the agent?

    Was the machine that was running the agent decommissioned without deleting the agent (and any resource monitors associated with it?

    What is the version of MFT you are using?
