IBM MFT DBLogger - Add support for new way of connections to Oracle Database using SCAN listeners

IBM MFT DBLogger - Add support new way of connections to Oracle Database using scan listeners rather than only USE_SID_AS_LISTENER

Currently DBLogger requires USE_SID_AS_LISTENER param ON in listener.ora file  to connect to Oracle DB and does not allow to use SCAN listeners

Oracle v19 uses SCAN listeners rather than SID(host) based listeners and this provides Oracle database location independence . 

The benefit is that the Oracle server's connect information does not need to change if you add or remove nodes or databases in the cluster.

    While this is an interesting suggestion, it doesn't fit with our delivery plans for the next couple of years. As a result we are declining this Idea. While declined, the Idea can still be commented, upon.
