Add the SecurityPolicy=UserExternal setting/option (or something like it) to platforms other than UNIX (Windows, IBMi and NonStop, in particular)

This option would allow us to avoid creating a service ID for every channel and application that uses MQ in our enterprise. Currently we have several thousand IDs created on various platforms across the enterprise just to allow permissions to be granted to specific channels (serverconn, receivers, etc). 

The option also allows for quicker setup of MQ, since we don't have to wait for IDs to be provisioned by our security teams before adding permissions.

    This is not something we plan to implement. Particularly with the Windows security model being SID-based, this would not be practical. Instead, we'd suggest using something like CHLAUTH rules or a security exit to map userids
