Automatically rebuild XCF structure for QSG QMGR

If a QSG is moved to a recovery site, not all parts of the primary site are moved. If the couple data sets are missing, the recovered z/OS don't have any XCF structure in place. A DB2 data sharing group will start without any problems, automatically create all needed XCF structures, the QMGR will abend with structure missing. You have to run the CSQ5PQSG utility for every QMGR of the group to rebuild the overall XCF structure and the XCF group entry for that QMGR. All DB2 tables are correct filled and therefore the utility ends with Reason=4.

The behavior at starttime of a member of the QSG should changed to rebuild the XCF structure (known from ZPARM) if missing and the add the own XCF group member entry.

    This feature is indeed crucial for improving the efficiency of Sustained recoveries on Mainframe systems. By implementing this enhancement, we can significantly reduce recovery times and improve overall system reliability.
