Formally support MQ MFT metadata being exposed as environment variables to started processes

We noted that user supplied transfer metadata is accessible to started processes (predst, postdst, etc) as environment variables named as the metadata name. L3 confirmed via PMR 28894,082,000 that this functionality exists on all implemented platforms for FTE and MFT but is not formally announced or supported.
