Improve MQ on zOS Command Processor Efficiency

As OTEL is not available for MQ on the Mainframe, and given that SMF115/116 is difficult and expensive to make accessible (especially to applications and tools that do not run on the Mainframe), we have had to resort to leveraging the MQ command processor via PCF and MQSC commands to gather data about the queues, channels, and other objects on our Mainframe queue managers at relatively high frequency.

We are currently running MainView, Omegamon, an internal tool that publishes display command output to Grafana, the MQ TSO Panels, and user-driven commands all leveraging the single-threaded MQ command processors. There has recently been an initiative to add Dynatrace to the mix, but they are seeing reply timeframes longer than 60 seconds, in some cases, and have had to severely limit the data they request from the queue manager to be able to collect critical information in a timely fashion.
