Extension of MQ command server for parallel sessions

Currently the MQ command server works only with one thread. Hence commands can only be processed sequentially and if one command blocks the command server for a longer time, the remote administration does not work for this time.

In contrast to this behaviour this kind of problem does not occur with the usage of runmqsc and a local queue manager. When one session is blocked in such a local configuration session, it is possible to open a second one and do more configurations independently from the first.

Since in a large environment almost all administration tasks (e.g. MQ object configuration with programmatic PCF interface and frequently monitoring and "reset queue statistics" commands) are done remotely, it is very desirable to have the same availability of the service for performing administration tasks remotely like it already exists locally. Therefore the ability of the MQ command server is requested to serve parallel sessions.

Allowing the command server to have multiple threads or instances is reasonable given some commands can block for extended periods of time. This is something we will consider for a future release.
