New feature of stopping and activating FTE Monitors

We use FTE Monitors to collect files from Customers towards our Financial Business Primary Servers
We need under certain circumstances to switch to Secondary servers.
Currently we act on existing monitors configuration and change it to allow collection towards the Secondary Servers.

The need is to duplicate monitors for main and secondary servers and to have such a "stop" or "desactivate" monitor in order to have active monitors for the main servers and other "standby" Monitors that will be activated when needed (switch to secondary servers).
