Allow to Extend RDQM filesystem without recreate

Currently, with IBM MQ’s HA or DR Replicated Data Queue Manager (RDQM), the filesystem size allocated at queue manager creation is fixed and cannot be dynamically expanded—only backup, delete, recreate, and restore logs /configs are permitted (Resizing the filesystem for an HA RDQM queue manager - IBM Documentation). In contrast, standard queue managers allow flexible file size adjustments similar to a regular filesystem. It would be highly beneficial if RDQM could support on-the-fly resizing of its filesystem without requiring full recreation. This enhancement would simplify scalability, reduce administrative overhead, and better align RDQM with the usability of traditional file systems.
