Provide a message in mqweb server that shows the Liberty code level

Although there are messages that externalize the level of the mqweb server code executed, there is not a message that provides the level of WebSphere Liberty like provided by the output of the /mq_install_path/web/bin/productInfo version --verbose.

When talking to the Liberty support, sometimes they need the version level of the product, so it would be good to have this information externalized in the mqweb server sysout.

    This request is relative to the job log for the web server, which has this message for the MQ level:
    MQWB0023I: MQ REST API level: 9.4.0 - V940-PH69261-L251205 .

    There is no comparable message to show the Liberty level being used.
