Prevent MQ from dynamically creating new CFSTRUCT when creating a SHARED queue

When there is an attempt to open a shared queue and there is no CFSTRUCT definition found, a CFSTRUCT with CFLEVEL(3) will be created automatically.

This leads to errors since the CFRM policy is not in zOS.

It a logical solution to let MQ create the SHARED queue and for the application to get an error if it tries to use it. The new dynamically defined CFSTRUCT has to be MANUALLY deleted to prevent the errors from zOS
