API can automatically activate or deactivate clock triggers OR workflows

There are 2 request for this ticket : 

1. Currently there is no API available that can automatically activate or deactivate clock triggers OR workflows? It is essential for us to have this, as the majority of our target systems undergo maintenance on a monthly or quarterly basis and required to auto enable/disable triggers.

2. We would like to know is there any way to find out the current status of the workflow, specifically whether it is Active or Deactive. Currently not available as per from your support team. If possible append the additional response attributes in both the exsiting APIs.
