Add error code and error description to email template for APIGateway policy under performance monitoring.

In case of errors, this will policy will trigger based on the threshold value(error percentage/value)defined in the performance monitoring. These emails will help for the monitoring team to act upon on the issue. Without error code and error description it's difficult to understand the issue with the existing template.

We need a template parameter that will report all of the unique error codes that were encountered during the reporting period.
ie "Error Codes: [400, 401, 500]
