the possibility of passing NameIDPolicy in the SAML SSO config for webMethods

Okta Identity Engine requires <samlp:NameIDPolicy> in signed SAML AuthnRequest payloads when using wildcard ACS URLs. Since webMethods Integration Server currently omits this optional tag, SAML SSO fails. Adding a way to add this to the configuration file in the SAML SP config to enable NameIDPolicy (with configurable Format and AllowCreate) will allow us to use trusted certificates with wildcard URLs across all our webMethods and MSR instances without having to manually hardcode every single endpoint in Okta.
