To avoid misunderstandings from the outset: The requirement is not and does not merely apply for "logins of personal admin users", but rather; "all interactive logins". In summary:
Implement support for MFA via SAML for all interactive logins.
The word 'interactive' is intended to make a distinction with login with so-called technical users. Technical users are used for inter-process activities, not for human-initiated activities. Technical users are not required to use MFA, nor is it possible.
