Please make the AMQ_NO_BAD_COMMS_DATA_FDCS available in HP NonStop MQ environment

Like other platforms HP NonStop needs the flexibility on how it manages it's env and so should have the same options as other platforms. For us this variable will help us manage the FDC noise from our company scanning.

Secure Telemetry channel definitions

Currently anybody who can connect to queue manager can add/delete/modify telemetry channel definitions and start/stop channels. This is a security risk. Telemetry channels need to be protected based on authorizations.

Retain the state of SVRCONN channel post queue manager restart

The state of SVRCONN channel is not retained after queue manager restart unlike other SDR/RCVR type of channels. For ex: A SVRCONN which is in stopped state goes automatically to in-active state after queue manager restart.
