Improve compatibility of links in emails with email providers

Many links generated by API Connect, such as those for invites to join a provider or consumer organization, end in one or more '=' signs. Some email providers, and, in particular, Microsoft Outlook, will not include these trailing characters in it's auto-generated links in the email content. This, in turn, causes the link to be invalid and causes confusion for users. While this is really an issue with Outlook, given it's ubiquity in business, it would be beneficial to both IBM and API Connect users if the links could be generated in a manner that would not include trailing characters that are seen as terminators for links by email providers like Outlook.

    You can enable or disable Base64 encoding for temporary tokens. Temporary tokens are invitations, and password reset tokens. When Base64 encoding is enabled, the temporary token is encoded in Base64 format. When Base64 encoding is disabled, the temporary token remains in the JSON Web Token (JWT) format, and means that the length of the URL that the user receives is reduced.

    This can be done from the Cloud Manager (not individual Provider Organizations)
