Add drop down when selecting BAR files when adding them to Integration Runtimes

User Experience: Add drop down for selecting BAR files when adding a new BAR file to Integration Server runtime.

In CP4I 16.1.0 and ACE 12 a client wants to add an existing BAR file to an Integration runtime, they have to go back to the BAR file list to get the URL from the content server. This is inefficient from a user experience point of view. If we have a drop down list in the box for selecting the name of the BAR file from the ACE content server it would make user experience better. The input field still needs to be editable so URLs pointing to external content servers can still be added.
