Enhance IBM ACE Toolkit’s Git Plugin to Support Modern OAuth-Based Authentication

IBM ACE Toolkit’s current JGit-based Git integration only supports username/PAT workflows, which are being deprecated by major providers in favor of OAuth2 (with MFA and conditional‐access).

Proposed change:
• Embed or interoperate with Git Credential Manager to enable browser- or device-code OAuth flows (Authorization Code with PKCE, Device Code) for Azure DevOps, GitHub, GitLab, etc.
• Store and refresh short-lived OAuth tokens securely (OS keychain/vault), with PATs retained only for legacy fallback.

Benefit:
Modernizes security (MFA & short-lived tokens), reduces user friction and support overhead, and aligns ACE with enterprise Git best practices.
