Provide a mechanism via api to refresh the tls certificates for REST Admin certificates and node-wide listener's truststore without a node restart

This request outlines a critical need for an enhancement to App Connect Enterprise(ACE) to mitigate the risk of data loss  and patient safety when updating TLS/SSL certificates .

The situation:

  • The interval between TLS/SSL certificate refresh will be shortening to 47 days by March 2029.  The certificates for an individual server may be updated by using the curl command 
    https//<node>:port/apiv2/servers/{server}/resource-managers/https-connector/refresh-tls-config. 
  • There is no equivalent API for the REST Admin listener or the node-wide listener.

Why is this important?
Currently, our nodes transmit information from devices and departmental systems to the electronic patient record as well as ancillary monitoring systems. This includes vital patient data such as patient location and vital signs(e.g. Heart Rate, Blood Pressure, Oximetry), as well as patient attached device status. However, data loss during outages poses a significant risk.

During outages, the lack of real-time patient location and vital sign data significantly increases the risk of adverse events. For example, if a patient wanders from their room and experiences a cardiac arrest while the system is down, the delay in alerting staff could lead to irreparable harm, potentially increasing mortality rates and extending hospital stays.

To address this critical issue, we request an enhancement to ACE that ensures the ability to refresh the TLS/SSL certificates without an outage.

Implementing this enhancement is crucial for patient safety and will significantly reduce the risk of preventable harm. It will also enhance the reputation of both our institution and yours by demonstrating a commitment to patient well-being and technological reliability.
