OpenAPI import improvements

In some cases, even the import of a valid OpenAPI spec file is refused by ACE.
We determined two cases, one being OpenAPI spec file size. The other one is the use of references within an OpenAPI spec. Both are documented, but from our perspective need improvement.

For any case, where the import of a valid OpenAPI spec is refused, IBM should provide a script or any other tool which makes it possible to import the API definition.

If you have a large openAPI file, you manually need to disassemble the API definition. For example, delete all methods you don't need right now and also delete all then unreferenced schemas to reduce file size. There should be an option in ACE to select the API methods you need, before the actual import is conducted.

In the case of references within an OpenAPI spec you get an error message like ("The Operation Object for 'example' contains an invalid Response Object for '0' that does not contain an 'description' field. The 'description' field must be present"). The import (or a pre-import step) should resolve all the references needed for parsing and then continue as this is a valid OpenAPI spec.

This goes for Designer as well as Toolkit.
