Better configurability of Configuration elements

Often ACE comes packaged as part of a product, where the product operator generates the complete set of resources that make out the full system.
It would be useful to support several server.conf.yaml artifacts, so that these can be overlayed/merged by ACE into one resulting server.conf.yaml - this is emphazised by the fact that the product server.conf.yaml contains several environment-specific settings - so it is an operational overhead - also one starts fighting the product itself. See additional details section on how it fails with several files. I'm thinking a concept similar to https://www.ibm.com/docs/en/was-liberty/core?topic=files-using-configuration-dropins-folder-specify-server-configuration
