Download IIB fix packs and MQ ++ APAR's via JCL/other techniques to support automation.

We’re planning to automate the installation of IIB 10.1 fix packs on z/OS using SMP/E for the RECEIVE/APPLY process. Today, we manually download the fix packs for IIB 10.1 on z/OS from IBM Fix Central.

This RFE requests a way to download IIB fix packs on z/OS programmatically, so the process can be integrated into our automation pipeline using z/OSMF workflows and we can roll out security vulnerability fixes more quickly.

Automation will speed up deployments, reduce vulnerability exposure, and provide standardized, auditable workflows that strengthen compliance. It will also save significant time and effort. By contrast, the current manual approach is time- and resource-intensive, introduces inconsistency, and creates audit and control challenges.

Update- We also need a way to download the MQ ++ APAR fixes to be download programmatically. Currently ++ APAR's are provided by IBM via an IBM case and needs to be downloaded manually.
