Add Monitoring capabilities when a new Node Plugin Project is created

When the Plungin Node project is created from the IIB toolkit the Monitoring capability is not added to the node itself in the Stub that is created. Since all nodes should by default have this capability, I would like the property page as well as the runtime stub be created with the Monitoring capability for anyone creating a plugin node for the Broker.

    Idea / RFE Review. Apologies for the length of time this RFE has been held in Uncommitted Candidate / Future Consideration status. Despite the low level of interest (6 years but only 1 vote), we still feel this enhancement would bring value, but suspect we would also need to expose the properties in the Message Flow API as well as the Toolkit plugins. We will continue to monitor for interest and may close at the next review cycle if further votes or comments are not forthcoming. For now, status is maintained as Future Consideration.

    Thank you for raising this requirement. We recognise that introducing this new behaviour (which would probably fit most appropriately to the default properties provided in the user-defined node file itself, rather than the project) would be helpful to authors wishing to instrument their own nodes with monitoring events. Status of this RFE is updated to Uncommitted candidate.
