If BIP4841E, don't create queues

If BIP4841E occurs, don't create queues for an Aggregation configurable service. See PMR 04945,082,000.

    Idea / RFE Review. Apologies for the length of time this idea has been in the status of Uncommitted Candidate / Future Consideration. The product has evolved considerably since this idea was initially made, with policies as a concept replacing configurable services. Previously, this was an area of the product where validation could certainly be improved. However, since initially raised, we have now removed the limit on the length of the prefix specified, so it should no longer be possible for the queues to still be created, but the configurable service / policy creation to be rejected.

    This is an excellent enhancement request. We acknowledge that the lack of validation on the settings used for prefix on the configurable service can be the cause of IIB creating queues whose prefix exceeds the published length prefix restriction. Apologies behaviour is not better in this area. Status of the RFE is updated to Uncommitted Candidate.
