IIB/zOS ODBC connection configuration improvements

IIB/zOS has a confusing configuration process for ODBC connections. The following enhancements will help:
1. No error message is produced when the ENVFILE points to a nonexistent Dataset.
2. The DSNAOINI member is coded in the EG JCL but is really not used for the connection and just displayed at start up. What is used for the connection is the setting in the ENVFILE variable and doesn't have to match what is coded in the JCL. The DSNAOINI should be removed from the JCL to avoid the confusion. Also if possible the information from the ENVFILE setting of DSNAOINI displayed.
3. When setting up ODBC traces, it would help if IIB could provide a display function of the parameters set up during the run time (i.e execution time). Or display ODBC init that it is using at the end initialization of the msg broker stc . This will help in problem determination, because from a support point of view, we do not know the setup of msg broker start up process. For instance, we learned that the ENVFILE DD overwrites the parameter display in the DSNAOINI DD -- it would be helpful to have a display function of both.
