REST API support for OpenAPI v3

OpenAPI (v3) is becoming a defacto standard for describing web APIs. This evolution of Swagger (v2) includes several new features and improvements in terms of syntax.
Currently IIB only supports Swagger (v2) and its resulting document sometimes is not compliant with the standard because as referred in the support case, null values are not supported. This causes problems when a swagger doc needs to be imported into tools that fully comply with Swagger/Openapi and do validation of those documents.
As Swagger (v2) does not support null attributes for elements, we hereby request for an implementation of OpenAPI (v3) which is already user by a lot of api management tools in the market.
