RateLimiting for IIB/ACE

In IIB V10 and above versions , if we set the ratelimiting, requests are not getting rejected/redirected after the limit - IBM confirmed that this functionality is not working as documented

    RFE Review. Thank you for taking the time to submit this request for enhancement, which we agree is slightly distinct from the current Workload Management policy capability which the ACE product has for rate limiting throughput. We understand your focus here on *rejecting* connections rather than slowing them. This enhancement would invite discussion about how many new connections should be rejected once a threshold has been breached ... all new connections until the rate has dropped X% beneath the threshold ... or perhaps something more gradual? Status of the RFE is updated to Uncommitted Candidate.
