Update ACE 11 Toolkit to be a later version of Eclipse

The version of Eclipse still used by ACE v11 is very old and suffers from a scaling bug that means that the screen is not usable on 4K or HIDPI monitors (e.g. MS Surface Laptops or Dell XPS).

Standard Eclipse (2018-12) and MQ Explorer (based on eclipse 4.7) do not have this issue.

    Idea review. The ACEv11 Eclipse version has now been updated from Fix Pack 20:

    • ACEv11.0.0.20 carries Eclipse 4.15 (https://www.ibm.com/support/pages/node/6857003)

    • ACEv11.0.0.19 carries Eclipse 4.4.2 (https://www.ibm.com/support/pages/node/6619107)

    RFE Review. Thank you for taking the time to raise this RFE and apologies it has been in submitted status for so long. We absolutely agree that adopting a newer version of Eclipse would improve the product and this is certainly a likely future step for our next major engineering release. Within ACEv11 it is also possible for the future, but we have less flexibility here due to requirements of several plugins for which we need to maintain back compatability and support. Status of the RFE is updated to Uncommitted Candidate.
