Improve mqsicreatebar build time by only scanning for errors in the projects passed in as parameters

The mqsicreatebar command scans the entire workspace for errors. This presents two problems:
1. Lengthy Build Times / Redundancy -- In a large workspace, the time to complete the the command is very lengthy, even if the mqsicreatebar command is building a very simple project. The request is to only scan the workspace for errors in projects that are specified in the mqsicreatebar command.
2. False Errors -- If an error does exist in the workspace, but it's in a project that is independent of the projects being built, the mqsicreatebar command errors out unnecessarily. The request is to only scan the workspace for errors in projects that are specified in the mqsicreatebar command so that the mqsicreatebar command can continue successfully even if an error occurs in a project that is not being built.

    Idea / RFE Review. Apologies for the length of time this RFE has been held in Uncommitted Candidate / Future Consideration status. Since this suggestion was initially made back in 2012, the product's architecture has evolved significantly. With ACEv12, we have provided the "ibmint package" command as an alternative way to create and build BAR files. This command has a significant advantage compared to mqsicreatebar as it does not run eclipse in headless mode under the covers. The command can also be pointed to a working directory containing a set of projects making it easier to go from "source to server". Given these enhancements we are closing this idea as delivered.
