Directly override id/password for FTP/SFTP server access in FileOutput and FileRead Nodes

# Also see RFE 30915 for related request on FileRead node.

When trying to configure WMB dynamically write to remote file systems using FileOutput node, currently you must pre-configure Security IDs (ftp::xxx) on WMB. This causes problem of scattered configuration when used in dynamic gateway scenarios in such that;
- FTP server and file location information must be given by incoming message or external data store; "on-the-fly"
- FTP identity information has to be given within WMB via mqsisetdbparms command; "pre-configured"

    RFE Review. Apologies for the length of time this RFE has been in the status of Under Consideration. We note the use case described, whereby you would like to dynamically control the identity used by the FileOutput and FileRead node on a message by message basis, potentially using a LocalEnvironment style of override. Whilst this would obviously be appreciated in your architecture, we feel that some clients would see the potential security exposures involved in this approach as an architectural anti-pattern. Offering this capability in future as a non-default option would keep everyone happy.
    It should also be noted that App Connect Enterprise v11 introduces a new method of providing credentials (using the mqsivault and mqsicredentials commands) in addition to the traditional mqsisetdbparms method. This new method encrypts the credentials before storing them on disk using a symmetric key. There is potential that the administrative REST API (which is already available to create credentials) could be extended to allow the query of user-defined credentials for later use in a flow for scenarios like the one described. In this sense, there is reasonable support from other users for this kind of future behaviour. Given the above, we are updating the status of this RFE to Uncommitted Candidate and will continue to monitor.
