Support User defined nodes in mqsipackagebar outside the toolkit

See IBM case TS014983904: MQSIREADBAR does not find custom node properties

Without this feature ACE flows with custom nodes ( as e.g. the node for log4j ) can not be built and deployed via a state of the art CI/CD pipeline environment.

Idea Review. Thank you for taking the time to raise this enhancement request which we agree would bring greater value to the product. As discussed through the case, when interacting with built in message flow nodes, our internal node definitions are fully described by schema documents which allows us to construct internal objects representing the configuration without relying on the Eclipse builder framework. This explains why the ibmint command is more feature rich for built in message flow nodes than UDNs. Part of the objective of the ibmint command is to provide a lighter weight alternative to mqsicreatebar (which runs in eclipse headless mode) so we approve of the idea. For other readers passing through, we would be open to suggestoins for the most appropriate externals for how the user might be expected to provide information about the set of allowable properties for override when interacting with ibmint create bar. Status updated to Future Consideration.
