ibmint - Add Restart Option

Add an option to ibmint to restart.  This should be similar to stop and start, but would simplify scripts to restart.

    Idea Review. Thank you for taking the time to raise this enhancement request which we agree would improve the usability of the product. Whilst we have the mqsireload option for a node-owned integration server, and also a "restart" option in the Toolkit menus for an independent integration server, we don't currently have a command option to stop and restart the integration node as part of a single command execution. Adding this to the ibmint framework would be the correct strategic place for command improvements. Status updated to Future Consideration.
