Implement a solution in the ibmint package command to resolve dependencies amongst interdependent java projects

When a java library contains multiple Java Projects and there are dependencies between those java projects, i.e. projA is dependent on projB, but projA is getting built before projB in the ibmint package build which causes the build to fail because projB jar is not present. There is no way to tell it to build projB first and then projA.

Thank you for taking the time to raise this request. In circumstances such as this, we think many users might find it more convenient to use a tool such as maven or gradle to build the java independent of the ACE command, but nevertheless following the order in which the java projects were specified on the command would be a simple mechanism of avoiding the command failing to compile the java due to unresolved dependencies. Given this, we see that there would be merit in the suggestion for some users and use cases, so we're updating the status to Future Consideration and will monitor for popularity.
