Enrich stepstatus data in Orchestrator when steps fail

When a step fails in Orchestrator, the stepstatus data does not automatically include the following information:
1) Time at which the error occurred.
2) The WorkOrder within which the error occurred.
3) The Name of the workflow that the step was a part of.

Adding this information to stepstatuses which do not complete would assist in fault-finding. This can be done with custom ruby, but would be better as an integrated feature of the stepstatus generation code.
