AoC: Packages - Shared Inbox has Encryption (EAR) Option for submission links

We have space owners who are willing to have some inboxes be encrypted 100% of the time while other boxes do not need this upload encryption. Also some of those upload points are a hotfolder upload. So what we need is Shared Inbox to have the option for forcing or optional encryption ONLY if the workspace is set to Optional for EAR Packages.

Keep in mind that password management for EAR is so varied. By using automation on a shared inbox with no encryption, people are notified but the file operation can happen automatically. Yes files does that kinda, but users are more adept at using shared inboxes.
