Faspex: Role-based assignment of permissions

Currently in Faspex you assign a user as an admin by making their account an admin-type account. It would be ideal to be able to apply some of the account-level settings at a role level, so they can apply to all admin users.

For example, a best practice is to enable IP-based allow-listing for login for all admin accounts. When you can’t assign at a role level, it makes it much more difficult to manage, where new admin accounts can be created where the configuration isn’t manually applied. Same could be used for applying different password policies for different classes of users (e.g. "service" user vs. "interactive" user)
