AoC: Disable EAR while using Packages

If a password protected file is sent using Packages in AoC,
the file appears encrypted on recipent's end, and Aspera Connect is required to decrypt the file.
This is not the case when the file is sent using Files app.

We would like to request to get this changed as we like using the Packages App over Files/creating public links.

Encryption at rest should be an optional feature and not mandatory, as we can not force third parties to install Connect.

    Ability to disable EAR encryption for Packages was released in July 2022.
