async should automatically try to restart a failed ascp (This is to reference Aspera Engineering issue #1477).

As in the description #1386, currently when a transfer thread (ascp process) started by async fails, async keeps going but with one less transfer threads and won't terminate until the last ascp fails. So, Engineering needs to look into restarting ascp if it fails with a transfer error.  If there is some error that would prevent ascp itself from working, rather than specific issues while transferring certain paths,  Engineering still wants those failures to eventually result in async terminating.  As indicated above, please reference the issue #1477.
