Faspex5 - New User Notification default to Receive Package Download Notifications

Would like the option to have the default setting for new users set to receive Package Downloaded Notifications to their Faspex email when packages they create is downloaded. Hard to train all users to sign in > go to their account settings > Notifications add there email and turn on download a package notification.
